One of the Legends of the Dead Earth elseworlds annuals from 1996. Contains “The Surrogate”, “The Legend Lives On” and “Shootout at Ice Flats”. Published a few months before the 1996 SUPERGIRL series debuted. Fairly dark and depressing stories.

This Elseworlds special features an alternate universe in which Superman and Batman never existed and the two superwomen are the most powerful heros in a darker world. Batgirl is the protector of Gotham City, and she allows very little contact with the outside world. Supergirl is the protector of Lex Luthor, benefactor of the altered Justice League. Batgirl and Supergirl must reconcile their differences for the good of all. (This is not a sequel to Elseworld’s Finest.) Published September 1998. ISBN 1563893754. The second Supergirl Elseworlds special retells the Earth Angel redemption story with a stronger mystical slant. In this tale Matrix is an Amenlee, a member of an angelic order whose purpose is to protect mortal souls and bring them into the Divine Presence. But Matrix has her doubts about humanity’s ability to be saved, and her latest charge, Linda Danvers, will teach her a surprising lesson in this poignantly told twist on the regular series. Zauriel, the Phantom Stranger, Aquaman, the Spectre, and Clark Kent make appearances as variations on their canon counterparts. Published October 10, 2001. - KINGDOM COME (May-Aug 1996) – reprinted in softcover TPB and two hardcover editions. Wikipedia entry. Features Power Woman (a matured Power Girl) as a member of the Justice League. I believe Supergirl only appears briefly in book 1 (page 44) as a member of the Legion of Super-Heroes in the future.
- THE KINGDOM (Feb-March 1996) – Sequel to Kingdom Come. Reprinted in TPB. Unknown how much Power Woman or Supergirl appear.
- SUPERMAN: DISTANT FIRES (1998) – Elseworlds in which Superman and other heroes try to rebuild the world after a nuclear war. Features Matrix Supergirl (not sure how much).
- SUPERMAN FOREVER (June 1998) – Supergirl appears in segment 3.
- TANGENT COMICS / POWERGIRL #1 (September 1998) – the Wikipedia entry states that this comic features a different version of Power Girl and Supergirl from the short-lived “Tangent Universe”.
- DC ONE MILLION (Nov 1998) – Supergirl appears in #1 and #3 of this four-part miniseries.
- JLA: CREATED EQUAL #1 and #2 (March & April 2000) – A bad and misogynistic Elseworlds special. Supergirl is a background character who only has three lines in the the second book.

SUPERMAN & BATMAN: Generations is composed of three Elseworlds miniseries: the four-part Generations, four-part Generations 2, and twelve-part Generations 3. JUSTICE is a twelve issue Elseworlds miniseries by Alex Ross that takes place out of continuity using characters based on their Silver/Bronze Age versions. It does not take place in any particular timeline and mixes characters from various eras. The 1970′s Supergirl appears in a small role. A Justice Supergirl Figure and Justice Batgirl Figure, among other Justice figure series, were released based on the book (retail price ~$12 USD). Supergirl appears in the following issues:
